In August 1985, the volunteer, community- based program was incorporated under the name of Safety House Association.

Mr Keith Lomax gathered together a group of 20 parents whose houses would become the first Block Parent locations in South Australia under a 2-year pilot program. After that time, Keith continued to expand the program into schools in other areas but the scheme was growing at such a rate that it was becoming too much for one person to handle. To administer the rapidly-expanding program, a steering committee was established comprising Keith plus a SA Police representative (Ch Insp Owen Bevan) and a representative from the education department (Trevor Elburn).
